Bouygues Construction appoints new CEO amid wider reorganisation

Pierre-Éric Saint-André will take the helm at Bouygues Construction, as Pascal Minault moves to oversee all the Bouygues construction businesses. Minault will remain chairman of Bouygues Construction.

Bouygues announced earlier this week that it was creating a new Construction Division, which incorporates Bouygues Construction itself, as well as civil engineering firm Colas, and French real estate firm Bouygues Immobilier.

Commenting on the reorganisation, Minault said, “The objectives of the Construction Division is to boost each of the Construction business segments, in particular by working better together.”

The new division will have annual sales exceeding €27 billion.

Pierre-Éric Saint-André , Minault’s successor, co-founded telecoms infrastructure firm Axione, under France’s Superfast Broadband Plan, and joined the Bouygues group when the company was acquired by Bouygues Construction in 2005.

According to the company, he has played a “key role” in structuring the rapidly growing digital infrastructure activities within Bouygues Energies & Services (now a subsidiary of Equans), before gradually expanding his areas of responsibility to include infrastructure relating to energy production and transmission.

In 2017, he was appointed Executive Vice President of Bouygues Bâtiment International. Based in Hong Kong, he took charge of the Asia-Pacific division and served as chairman of Dragages Hong Kong.

In 2021, he became CEO of Bouygues Bâtiment International, and in late 2022 he was named deputy CEO of Bouygues Construction with responsibility for the Bâtiment International entity.

As of January 2026, as chief executive officer of Bouygues Construction, he has joined the Bouygues Group Management Committee.

Minault and Saint-André’s moves have led to a series of other leadership changes at Bouygues Construction:

• Bertrand Burtschell has been appointed deputy CEO of Bouygues Construction and CEO of Bouygues Travaux Publics;
• Philippe Jouy, deputy CEO of Bouygues Construction, will take responsibility for all international activities in building;
• Daniel Lopes has been appointed CEO of building activities in France
