DLR launches new tool to aid rental theft reports

French rental association DLR has launched a support document for filing theft reports.

Developed in partnership with France’s National Gendarmerie’s Judicial Division (PJGN), the tool is designed to help rental companies prepare police reports that are fully compliant with legal requirements, in a bid to increase the effectiveness of efforts to combat equipment theft.

DLR described the tool as a “vital” part of its strategy to tackle what it called a “growing scourge” for the industry.

It provides step-by-step guidance on how to structure a theft complaint, ensuring that all required information is included and routed to the appropriate authorities.

The main goal, it said, is to ensure each theft is correctly logged in FOVeS, France’s national database for stolen objects and vehicles. 

“Combating equipment theft is a crucial challenge for the industry. That’s why it is essential to have a clear process for reporting every theft,” DLR said.

The association highlighted several key benefits of the new tool, including that it enables law enforcement to process theft complaints more efficiently. 

According to DLR, by improving how data is gathered and logged in the national registry, authorities can better identify patterns in theft and take more proactive measures to deter future incidents.

Another key feature is its potential to strengthen international cooperation. As theft and resale networks often operate across borders, clearer and more consistent reporting can help facilitate better information sharing within the EU and beyond, improving the chances of recovering stolen equipment.

“Security and protection of company assets must be a priority,” said DLR. “By systematically using this document, companies contribute to a collective effort that involves everyone.”

The move comes as equipment theft is increasingly affecting companies across Europe.

Speaking with IRN last year, Joël Fruchart, president of DLR’s rental commission, said that the surge in thefts—particularly of excavators, generators and telehandlers—was being exacerbated by geopolitical factors and poor coordination between stakeholders.

He also highlighted the importance of cross-industry collaboration and communication to tackle the issue more effectively.
